i much regret the delay that has occurred in collecting the information required in Your Excellency's despatch of
July 4th, 1918 respecting the trade in Persian opium in the
Kuantung Peninsular and Shantung.

much light on the question as it concerns Singapore in parti-
cular. The opium that reaches sanchuria is largely smuggled
over the Biberian and tongolian borders; and this smuggling,
which has grantly increased since the collapse of Russian
authority in the north, no doubt has tended to reduce the de-
mand for opium imparted into Dispen by men. I am making fur-
